Freedom to Provide Services for Credit Institutions Across EU

This document clarifies the understanding of the rights of Credit Institutions regarding Access to Accounts, given that National registers do not explicitly list the same information as for Payment Institutions.

Purpose of the Document 

This document is written to clarify the understanding of the rights of Credit Institutions regarding Access to Accounts, given that National registers do not explicitly list the same information as for Payment Institutions. Thus, the document is divided in two parts: 

  • Which roles do Credit Institutions have? 
  • In which countries are Credit Institutions allowed to act (i.e. Passporting)? 

 

Key Findings 

Regarding the conclusion for question two, Credit Institutions can automatically have all roles without further registration. Credit Institutions do need to be notified to host member states (similar but not the same as passporting as described in PSD2), this is an automatic process once requested, and no information on this process is published in any member state. 

At an operational decision-making level, an ASPSP will accept any access from a Credit Institutions authorised in the EU/EEA – at least where the country has transposed PSD2. 

The OBE Directory will show all passported countries for all roles for any credit Institution.
