Open Banking Exchange Europe (OBE) launched in June 2017 with the aim of fostering innovation, competition, and efficiency to increase consumer choice and enhance security for online payments in the EU. OBE works with regulatory authorities, banks, third party payment service providers, qualified trust service providers (QTSPs) and solution providers to facilitate secure and open payments under PSD2 (Directive (EU) 2015/2366).
Commission Delegated Regulation (EU) 2018/389 supplementing PSD2 in article 34 requires that qualified certificates for seals or website authentication issued under the eIDAS regulation are used for the purposes of identification. Over the last few years OBE has worked with QTSPs, financial institutions and solution providers to ensure the smooth operation of PSD2 using EU qualified certificates.
From its experience with facilitating secure communications supported by qualified certificates OBE wish to highlight the following points:
